Computers were first made to help clarify a philosophical question about the foundations of mathematics. Now they are highly used but much of the world to pretty much find out anything. I believe Lyotard is using this phrase to show much a computer is capable of doing in the philosophical sense. If we ever question anything of the world or of how it functions, we simply just google it. This is bad but also good cause everyone can have a different opinions and that is why its a dream, not yet there though, Lyotard has the dream that we can all have the same mindset.

Science is considered a philosophy. It is defined as a way of knowing the world based on the belief that natural, predictable causes that can be revealed by empirical evidence. So philosophy goes hand in hand as it generated science to pretty much give higher thought and influences science by bringing attention to all it is weak at while surrounding it with question.
