This is the wrong word. Perhaps "partially unavailable"?

English's advice for readers who are starting companies, or choosing which company to build their careers with. “There's a saying that you’re the average of the five people closest to you. If you want to stop drinking, hang out with people who don't drink; if you want to get in shape, hang out with people who exercise. My advice to people who are building a company, or people who are trying to decide where to work, follows from this same idea: pick your coworkers carefully. You want to pick people who are visionary and who get a lot done, and who are ethical and caring and compassionate.” You may think that you can’t get all of these positives, but, says English; you can. You don’t have to be excusing behavior because people are smart; “there are other people who are really smart but also are kind.”
Amen

A digital identity wallet is a secure, encrypted database that collects and holds keys, identifiers, and verifiable credentials (VCs).
An observation. I see that you've defined both terms, wallet and agent, narrowly here. The former is defined as a kind of personal database for credentials, and the latter about "taking action" on them. This makes these two words/concepts "bite sized" and thus easier to digest since their data domain is limited to credentials (and only VCs at that). And the agent protocol is limited to DIDComm. This is all perfectly fine. In fact if this is the way the terminological winds are blowing, best to reinforce the trend. It does have the natural consequence of requiring folks working on things that are outside of this box to come up with new terms for them. I suppose this is how language evolves. You're helping define the word guitar. Later we'll define electric guitar. In the long term the original guitar will came to be known as an acoustic guitar. At IIW I heard the suggestion of using the term "smart wallet" for the more general purpose concept of a user-centric personal datastore that handles a wider range of data types and communications protocols.

if you hand over data for medical research, for example, there is no technology that can possibly make that data vanish if I change my mind. As a user, if I retract the access, I need rules and laws in place to make this happen. We need both rules and technology to solve this problem.
Yes, the solution requires a combination of technical means (e.g. PODS, etc.) and governance (enforceable legal mechanisms to ensure, as in TBL's example, that the recipient actually deletes the data).

It is no answer to say that permissible restrictions on disclosure and self-dealing speech apply only to traditional professions like those of law and medicine, because they predate the ratification of the First Amendment in 1791.
