This passage is very disturbing when you look at the possible health risks that are associated with unfit cottages and the fact that they remained opened, in spite of being condemned! The conditions of these rural communities had to be in terrible shape in order to be condemned! This put a lot of people at risk for communicable diseases and out breaks!
