      In my opinion, Washington is trying to talk to the black people first in order to make it sympathetic to the white people and make them willing to improve their relationships with the black people.

      It is a nice idea to" cast down your bucket where you are" and this is one of the ways that will improve the relationships between races , although it is sometimes hard to try to find someone who is willing to accept you and who you are.
