How did the drought form? It seems as if the Drought just happened and all the water is diminishing. The Docks in this picture make it seem as if the water has decreased significantly.

Is there any way for the drought to get better? These pictures seem as if California is at it's worst state. If the state really has to impose a 25 percent reduction on most of the state's local water supply, then does that mean that it's getting worse? If so, will really cutting down on water usage help?
