Passage primarily uses pathos to fuel its message. It's good at engrossing the reader into the story and seeing their message, but the author's connections to mental health and mass shootings is weak while its argument that mental health needs to be a greater focus in health care - where mentally ill can have support and safe treatment plans rather than being thrown into prisons - is more potent and persuading.
But our society, with its stigma on mental illness and its broken healthcare system, does not provide us with other options. Then another tortured soul shoots up a fast food restaurant. A mall. A kindergarten classroom.

Without mental heath instiuties and asylums to help and treat the mentally ill, prisons will continue to house the mentally ill as it's a lazy and inhumae way to keep them out of society and fuels the prison industrial complex.
