This is actually just false. Comed-Tea does not need or require time travel to work. It needs to predict that Dumbledore is going to make a surprising speach, that HJPEV is going to read a strange headline. None of those prediction are hard to make for someone having access to the environment.

A past director was really desesperate and would have risked broking time. Time gave time turner in order to appease them. It was possible only because the director did not expect to use them to change anything in history.
