I would say it's a fact that people learn best with hands on activities. It becomes about stimulating more senses and in turn keeping lasting memories.

Using repetition is a good way to get kids to hold on to new vocabulary.
I agree that using songs to teach culture would be more suitable for older learners. If this is used to teach younger students, I think a video showing the children wearing something from their cultural background will help them understand that this is a cultural song.

This reminds me of labeling, or even using multiple intelligences to teach. The students are using their visual and audio sense to learn vocabulary from a new language and words are made easy to learn when an image follows.
I have seen songs use pointlessly in classrooms when they could have been used to enforce specific lessons or topics.
