Laws can be hard to pass and it takes a long time, if all organizations creating AI agree to voluntarily work together it shows their character and that they value transparency to society. If the company wants to show that they are good people, they will voluntarily follow procedures made about AI pertaining to safety.

Utilitarian Lens: This choice would be the least harmful for everyone involved because it ensures the safety of people and the company themselves. It paces the companies in order to minimize risks with the advancement of AI.
