Elites presumably care about what people think because they want them tobehave in certain ways
This reminds me of the theory of egocentrism. In that theory, all people act with selfish intentions, even when doing something altruistic. It wouldn't be surprising to know that society's elites feign caring about the issues of the public to garner their own benefits.

I've only ever heard people analyze the media in the opposite way. Often times, the media is VERY effective in telling people what to think. Or at least, that's how it's presented.
