Why is it that people from higher positions try to want to fix things or care about the society but in all rarely keep the promises that they gave throughout their presidency?

they try to find opportunities to become like super hero and try to "fix things" while in reality they don't do much about it.
Are we framing our current struggle to save lives and find a cure as a deadly battle or game of chess, when it’s really something else?
That is true in a way because with the pandemic are we just let it be a game towards us and think through our choices or is it not as serious and something that can be handled better.
