      Agree with the sociopsychological phenomenon of self-fulfilling prophecy. If people (usually authority or power figures) believe that minorities are less productive this may have a direct impact on the self perception an then behavior of people (minorities).

      I disagree in the sense that it seems hard to believe that things like unemployment benefits are enough to convince people to remain unemployed. I work with parolees and most of them even at ages 60 and up want to work in anything they can get.

      Agree! poverty is essentially the issue at the core. This reminds me of food stamps, people sell or exchange their food stamps for cash in order to buy other things they need or want (sometimes alcohol or drugs).
