This is a reflection of the power of advertisement. People decide what they need based on the portrayal of material objects in media.

At the most general level, it is not controversial among planning and geography scholars to assert that the built environment often is constructed in a way that furthers political goals.
This is similar to how politicians "gerrymander" districts. Gerrymandering is when politicians cut out their own districts to decide which residence get to vote for them.

People used the law by passing ordinances saying that certain individuals could not access certain locations.
This is a reference to the Supreme Court case Plessy v. Ferguson, in which an African American man was not allowed to sit in a train car that was designated for caucasians.
