This reminds me of last week's reading when the author discussed how politics is about the competition over power during struggles. This power is the ability to enforce their will and having the group accept it.

In Afghanistan, I think, the Taliban are the reason it is a failed State.

In this case since the piracy were stronger than the government and were able to enforce their legitimacy by "defending" the Somalian territory, the sovereignty is then theirs. This would explain why Somalia is a failed state.

The monopoly here belongs to the government which implies that the power that pirates have is not legitimate: they have no authority nor sovereignty.

This is odd because pirates can never defend a country because they do not have an authority.

I think the adjective "effective" is responsible for Somalia being a failed State. However, it is really hard to interpret what effective means?
