      but that is the opposite of the previous paragraph if im getting this right. Since here the criminals will not rely on others "doing the hard work" which is confessing, and they will confess themselves.

      This reminds me of last week's reading when the author discussed how politics is about the competition over power during struggles. This power is the ability to enforce their will and having the group accept it.

      In this case since the piracy were stronger than the government and were able to enforce their legitimacy by "defending" the Somalian territory, the sovereignty is then theirs. This would explain why Somalia is a failed state.

    4. no effective national legal authority

      I think the adjective "effective" is responsible for Somalia being a failed State. However, it is really hard to interpret what effective means?
