Maleina’s amendments as follows: “Publication and further useof a phonogram with voice recording (including an audiovisual work in which the sound of a voice isused) is allowed only with the written consent of a citizen whose voice was used. Such consent is notrequired in the following cases: voice recording is carried out in the state or other public interests incases directly provided by law; voice recording was made in places open for free visits, or at public, aswell as mass cultural and entertainment events, with the exception of cases when the voice is the mainobject of use; a citizen provided his/her voice recording, allowed to record his/her voice for a fee for thepublication and (or) use of the sound recording, and the method of publication and (or) use correspondsto the declaration of will.
