Noticing the repetition of this line and knowing the history of the Easter rising, I believe the terrible beauty is the freedom of Ireland from the English (the beauty) and the loss of all the Irish who died fighting for it (the terrible). With the repetition signifying remembrance for future generations to learn from and remember the conflict.
