    1. That every black or mulatto person residing within this state, on or before the fifth day of June, one thousand eight hundred and four, shall enter his or her name, together with the name or names of his or her children, in the clerk’s office in the county in which he, she or they reside

      This is significance because this show that there was racial discrimination against blacks and mulattos. Showing that racisms and prejudice was supported in American society at the time.

    2. That from and after the first day of June next. no black or mulatto person shall be permitted to settle or reside in this state, unless he or she shall first produce a fair certificate from some court within the United States

      Who thought that blacks and mulatto need certification from a court to stay in Ohio when they are a free state?

    3. That in case any person or persons, his or their agent or agents, claiming any black or mulatto person that now are or hereafter may be in this state, may apply, upon making satisfactory proof that such black or mulatto person or persons is the property of him or her who applies

      The perspective and account that show be taken into account would be how it impacted the community. We would have to consider how it affect the black and mulatto communities living in Ohio during that time.

    4. And be it further enacted , That any person or persons who shall attempt to remove, or shall remove from this state

      My interpretation of this document is that there was discriminations and unfair treatment to blacks and mulattos. Throw away there rights and freedom based on their race.

    5. That every black or mulatto person who shall come to reside in this state with such certificate as is required in the first section of this act, shall, within two years

      This document tell us that during that time society didn't think blacks and mulattos as equal to themselves.

    6. That no person or persons residents of this state, shall be permitted to hire, or in any way employ any black or mulatto person, unless such black or mulatto person shall have one of the certificates

      The main argument of this document is putting heavy restriction on what blacks and mulatto can do in the state of Ohio.

    7. That from and after the first day of June next. no black or mulatto person shall be permitted to settle or reside in this state

      The voice that are limited are the blacks and mulattos. Also anybody else who want racial equality.

That from and after the first day of June next. no black or mulatto person shall be permitted to settle or reside in this state, unless he or she shall first produce a fair certificate from some court within the United States, of his or her actual freedom, which certificate shall be attested by the clerk of said court, and the seal thereof annexed thereto, by said clerk.

      The purpose of document is to not allow black or mulatto people to settle or be in the state of Ohio unless they have a fair certification from the court in the United States show proof of there freedom.

    9. That if any person or persons shall harbour or secret any black or mulatto person, the property of any person whatever, or shall in any wise hinder or prevent the lawful owner or owners from retaking and possessing his or her black or mulatto servant or servants

      The audience for this document is to the people who lives in Ohio. Mostly to the people who are involve with the government and law enforcement. It is a public document intended to ne spread and followed by the people who live in Ohio.
