      I think this makes sense historically. Progressive movements tend to flourish and work during peace time. The hippie movements during Vietnam were initially viewed negatively by the masses due to it being "unpatriotic" and "communist". And look at McCarthy and the cold war.

      Seems to me that Dewey sees liberals as performative. I think the argument can be made that this extends to modern liberals with issues like gun reform and abortion. The constant spewing of calls for legislation and reform yet little in the way of actual effectual change.
