Kevin Durant, of the Warriors, shoots a three; the shot doesn’t go, Draymond Green appears to have grabbed the rebound in an aggressive way and puts up a flailing shot. You hear two referees blow their whistles and a floor referee walks over to the live media and review table, whirling his finger in the air, as if to call for a rewind. Instantly, the referee reviews the play several times, spending about three minutes watching the four second play.

Therefore, regardless of native language's standing as a natural or civil right, construction of any barrier preventing access to vital governmental information would directly interfere with the ability of non-English speaking Americans to receive information and ideas, an interest protected by the First Amendment of the US Constitution (Chen 44).
