The reasons vary from promoting specific political goals to simply increasing clicks and circulation of the media.

In the first seven months of the year, there were more than 105 incidents involving thefts, break-ins, verbal harassment, and damage to the property of Kosovo Serbs and the Serbian Orthodox Church.
According to my calculations, this seems quite favorable compared to overall population. According to Kosovo Police 2016 Annual Report, there were 11,369 thefts in Kosovo in 2016 or about 150 persons per incident of theft. By extrapolating figure given here, for all of 2017 I assumed 180 incidents of theft, break-in, verbal harassment and damage to property among Kosovo Serbs, a much wider definition than above, distributed among I assumed 60,000 Serbs living in areas where Serbs would be a minority and I get 333 persons for each incident.

Rabid hate speech, especially against Kosovo Albanians. And this is all EC could muster?

The air quality monitoring system still needs to provide real-time data to the public.
Repeated request. Shouldn't be this hard.
-
Air quality plans for zones where the levels of pollutants visibly exceed limit values by a wide margin, especially in winter, have still not been prepared and adopted.
Repeated request.

On copyright and related rights, no progress was made in implementing relevant legislation on private copy schemes and digital piracy.
These are negative EU standards.

In some cases, centuries-old buildings were bulldozed, including a historic library in Gjakova and several 400-year-old mosques
This was done by the Serbs, not Wahhabbs.
