      As you refer to this heavily in the article, I'd have enjoyed just a little graph to clarify the different scales : macro/micro and how each of these maps to professional/organisational/department/individual. But maybe that's only me.

      In all cases (general comment), it'd be great to just find a wise opportunity to insert more graph, it helps focusing and would give some air :-)

    15. II. MOTIVATION FOR OUR WORK

      I have a slight feeling that this part should promote the usefulness of the project, more than describing already the directions you'll take. In my opinion, it'd be great to focus a little more on what's at stake : unemployment, education, and how crucial it is for companies / organisations to handle training needs.

      Going already into the details of your dataset & limitations seems too early to me (wouldn't that fit more in the research directions ?). Although I admit it's great to just announce you'll work on Stack Overflow because then it further justifies the 2nd paper choice.
