    1. the world is divided into two camps: the camp of a handful of civilised nations, which possess finance capital and exploit the vast majority of the population of the globe; and the camp of the oppressed and exploited peoples in the colonies and dependent countries, which constitute the majority;

Here, Stalin mimics the Marxist idea of the proletariat and the bourgeoisie. He argues that there are two classes of nations; the oppressors and the oppressed.

    1. indigenous population.

By saying the Mandatory system is in the best interest of the periphery, the League of Nations attempts to mask the true intent of the system. In reality, the system is about maintaining control over the colonized locations. It is interesting how the "it's in their best interest" narrative was also used to justify slavery and civilizing missions in Africa.

    1. Every citizen shall have the right to material and other assistance in case of old age, illness or any other form of disability; (ii) The State shall take measures to eliminate economic and social vices such as speculation (stocks and shares), gambling, prostitution, drug addiction and alcoholism; (iii) Women shall enjoy equal rights with men in all respects with equal protection by the State of each in case of abuse by the other; (iv) Children shall be properly brought up and also protected by the State in case of abuse; (v) The State shall give appropriate recognition to national revolutionary heroes. It shall render due compensation to those who have been disabled and suffered loss in the cause of the national liberation struggle.

Here we can see that healthcare and equal rights for both sexes is written into the ZAPU founding document. We can see that the authors aimed to create society based on egalitarianism were success and prosperity is accessible to the masses

    2. Understanding that colonialism and imperialism are the direct products of capitalism

Here it is explicitly stated the the ZAPU believed colonialism is informed by capitalism and vis versa. Their history proves colonialism is a form of oppression and because they want to liberate themselves the see it as necessary to avoid capitalism. This is why in the first few sections of the document they declare the establishment of a socialist state.

    3. The retention and use of all the means of production by and for the people through their State should not imply the negation of personal property. There will be personal property accruing from the just earnings of one's labour.

The author makes it clear here that although the ZAPU aim to establish a socialist state, people will still be able to hold personal property. With this, they highlight that their goal with establishing socialism is not to steal from the masses, instead it is to ensure that the system of capitalism that once oppressed them cannot do it again.

    1. pick stroke into the roads has the value of a bullet shot

Great comparison here, and very accurate. This section reminds me of when we discussed why Native Americans were not easily enslaved. Because they knew the land and were used to the climate, they could easily escape bondage. The same is true here for the Vietnamese; because the Vietnamese people were conditioned to their environment, they automatically has an upper hand over any enemies.

    2. For the sake of the Fatherland we must make sacrifices and endure hardships for a certain time. When the Resistance comes out victorious, we will pool our forces for construction and repair work and this will not be difficult at all.

This section conveys the optimism of the leaders. It paints a picture of a Resistance War as a romantic event that once concludes will result in the simple reestablishment of their beautiful country. This is probably not accurate considering a war could decimate the Vietnamese landscape and cities. Nevertheless, it is important for the author to offer a sense of optimism and unity in order to unify the country for war.

    1. Our people at the same time have overthrown the monarchic regime that has reigned supreme for dozens of centuries.

There is a sense of resiliency throughout this text. This conveys the Vietnamese people will not be easy to reconquer or exploit again. Later in the text, the author writes that the people are willing to die for their liberty and freedom, meaning that the Vietnamese people are fighting for something greater than their enemies.

    2. We are convinced that the Allied nations which at Tehran and San Francisco have acknowledged the principles of self-determination and equality of nations, will not refuse to acknowledge the independence of Vietnam.

This is true until the Vietnamese people want to establish communism. Once this happens, the US no longer approves of self determination. This fact shows that the freedom of former peripheries comes with limitations, especially because the metropoles are far more advanced strategically and militarily.

    1. I am a positive person, not an 'anti' person.

Addresses the polarization of the people. The "you're with us or against us" mentality is being debunked here because he is not with nor against, he just wants what's best for the country.

    1. neither of morality nor of religion

This is ethnocentric of the author. The argument can be made that the Christian faith and capitalism are closely connected. Just because it is not the Hindu faith does not men capitalism operates without religion.

    2. Formerly, people had two or three meals consisting of home-made bread and vegetables; now, they require something to eat every two hours so that they have hardly leisure for anything else....

Interesting point that is still relevant today. We consider many items necessities that people went without for centuries. For example, there is no need to have hundreds of fast food chains other than the fact that capitalism encourages and allows it.

    1. movement of the oppressed countries should be appraised not from the point of view of formal democracy, but from the point of view of the actual results

Devalues democracy and therefore Western standards by saying democratic establishment is not ht benchmark of success.

    1. satanically glaring at and spying on the unsuspicious girl whom he plans to seduce, adulterating her blood and removing her from the bosom of her own people.

Firstly, the word satanically is used to create fear amongst the religious community. Additionally, the rapist narrative Hitler uses here is similar to how African Americans were portrayed as rapists in the United States. One representation of this is in the 1915 film Birth of the Nation when the young white girl throws herself of a cliff after being chased down by an African American man. This representation of African Americans is precisely the image Hitler created of the Jews.

    2. fix its intellectual level so as not to be above the heads of the least intellectual of those at whom it is directed.

In this quotation Hitler highlights the importance of knowing one's audience. This knowledge is what made Hitler such an effective speaker and his propaganda persuasive. News media does the same thing in that they publish articles with simplified writing in order to assure that they have the ability to reach audiences at a variety of intellectual levels.

    1. and of military training of the natives for other than police purposes and the defence of territory, and will also secure equal opportunities for the trade and commerce of other Members of the League.

This reduces the importance of having a periphery! If you can't train them to help you with the wars you start, and other countries have access to their goods, what good is a periphery?

    1. In the history of earlier centuries these duties, gentlemen, have often been misunderstood

It's interesting how Ferry acknowledges that early colonists misunderstood their duties. However, he then goes on to say that this time around, European nations are going to make up for it by civilizing the people of the periphery instead of enslaving them. The early colonists thought they (themselves) were civilizing the people, but ended up enslaving them instead.

    2. At present, as you know, a warship, however perfect its design, cannot carry more than two weeks' supply of coal; and a vessel without coal is a wreck on the high seas, abandoned to the first occupier. Hence the need to have places of supply, shelters, ports for defense and provisioning.

In this section, we can see the impact of the Arms Race on European metropoles and their respective peripheries. Ferry conveys a sense of urgency when it comes to stockpiling in French peripheries because he believes there is a need to stockpile large amounts of supplies that warships do not have the capacity to store. Ferry justifies the need to stockpile by arguing that doing so is for the purpose of defense in the event of an attack. In reality, the need to stockpile supplies came from the fact that other countries were doing the same.

    3. the fact that a navy such as ours cannot do without safe harbors, defenses, supply centers on the high seas

Here, idea of preemptive self defense prevails in Ferry's argument. Ferry says that part of the motivation for colonial policy is that the French navy requires safe havens around the world in case of attack. This is only a necessity if conflict appears to be on the horizon.
