To insinuate that just because one is a minority, he or she is likely to lack the cognitive capability to obtain some form of identification is insulting on so many levels.
The problem isn't necessarily being racist, but it's the fact that this allows local governments to target minorities by putting in place more strict Voter ID Laws.
