      I like this part of the speech because it is promoting unity. I think that without unity and participation from everyone, things will fail. People are mutually beneficial to each other and the community relies on each and every person.

In 1836 the city was divided into three municipalities: the first being the French Quarter and Faubourg Tremé, the second being Uptown (then meaning all settled areas upriver from Canal Street), and the third being Downtown (the rest of the city from Esplanade Avenue on, downriver). For two decades the three Municipalities were essentially governed as separate cities, with the office of Mayor of New Orleans having only a minor role in facilitating discussions between municipal governments.

      Knowing know that the city was divided into 3 municipalities almost 200 years ago, gives insight into the wards and how they can be drastically different.

New Orleans was severely affected by Hurricane Katrina in August 2005, which flooded more than 80% of the city, killed more than 1,800 people, and displaced thousands of residents, causing a population decline of over 50%.[16] Since Katrina, major redevelopment efforts have led to a rebound in the city's population. Concerns about gentrification, new residents buying property in formerly closely knit communities, and displacement of longtime residents have been expressed.[17][18][19][20]

      I think that this section sheds minimal light into what's going on today after each Hurricane. Many citizens say that New Orleans never recovered from Katrina and that the people who were most effected are not getting any help. Instead, they are building around it and not fixing the issue at hand.
