“standards-based” may refer to something similar to criterion-based testing, where the idea is to avoid grading students on a curve.
This has always been something that confused me about professors. It does not seem rationale to me that exams or grades are based on a curve, when exams can just be made fair and students are given clear instruction through lecture on how to perform welll.

This is what majority of classes at UCSD can feel like. Considering it is a prestigious school, coursework is built to be rigorous, but that is the issue. It is built to weave people out, but this only causes a great deal of stress and unhappiness. It no longer comes down to learning, just trying to receive a good grade.
