if we all love to learn, then why doesn't the author address intrinsic motivation? Also, I love to learn things I'm not good at -- I'm feeling he's making a good number of assumptions

Importantly, I interpret this to mean ALL MINORITY GROUPS and all citizens as an exclusive 'and' -- meaning non-citizens too!
