    1. The idea of spending money on rehabilitation programs of any kind had become a political nonstarter by the 1990s. However, most prisoners are eventually released, and too many of them return to prison, filling beds and costing money.

I never understood this about society and our current prison system. Criminals don't often learn when they get released from prison. If a drug dealer gets released, the chances of that same drug dealer getting back into the same illegal activities he was in before are definitely still there. The way our correctional facilities are designed is definitely a debatable issue at hand and needs to be addressed no matter what.

    2. Some police departments adopted the “broken windows” theory of policing — the belief that minor offenses have to be dealt with in order to prevent community decay and escalation toward worse offenses.

I agree with this. This is definitely a good idea even though it might still promote an indirect distrust between the communities and police...

    3. At the same time, distrust between police and these communities has grown, due in part to high-profile events such as the 2020 killings of African Americans George Floyd and Breonna Taylor by police officers in Minneapolis and Louisville, Ky

Well of course there is going to be a distrust between the police and the communities. George Floyd and Breonna Taylor were both utter tragedies and should not have occurred. But I definitely see why African American communities may not trust their local law enforcement after this.

    4. In fact, 12 major U.S. cities hit their all-time highest number of homicides in 2021, including Rochester, N.Y., Baton Rouge, La., and Tucson, Ariz

This isn't okay. Why are we letting this happen? People have hatred for the police in absolutely every single way. They blame the police for not only the problems that the police are creating, but also their own problems. This is resulting in them lashing out which in turn creates homicides.

    5. In Milwaukee, we never took up the mantle of defunding the police,

I think that this is a really important thing to consider... Never before has "defunding" law enforcement (the police) been a prominent activity. I definitely think that even though there are some police that abuse the power that they have, not all police officers deserve to suffer defunding.
