I am really interested in this topic, and I even discussed it with my friend. I think "responsibility" is kind of a scary word when we talk about it, consequences often follow. When things go well, people love to say it's their responsibility. But when things go wrong, they usually don’t want to take responsibility.
In this situation, the person writing the code should take 50% of the responsibility for the bot’s actions, and the person running the program should take the other 50%. The coder needs to act in good faith, and the person running the program must make the final decision. They can choose whether or not to run the program. So I would say it comes down to personal ethical beliefs.
