This is an interesting saying because it challenges the idea of the freedom that chains can ensue. You gain freedom from locking up your heart, that concept alone is enough to make a person question a lot of things and initial thoughts. What I think this phrase is trying to say is that allowing yourself to feel for everything and without control can cause you to imprison yourself. It is better to chain up your heart for certain situations because allowing emotions may actually make a situation worse. Having control of your heart allows you to be more free and open to other things without worrying about emotional repercussions.
