Article 53 provides that theProsecutor shall initiate an investigation unless there is no reasonablebasis to proceed under the Statute. In that circumstance, the decision toinitiate an investigation is further simplified in that the PTC may onlyreview the Prosecutor’s determination not to proceed, but does not reviewan affirmative decision to proceed.
