Bush statement "The Investigator staggered by findings and conclusions of thousands of worker ... as they appear." is extremely important since everyone cant be experts in various different places, I believe Bush here introduces the idea that we would need a way firstly store knowledge. Therefore, to make significant progress specialization becomes important. Since, one does not have to be an expert in multiple fields as they would be able to access knowledge of other fields and able to focus on progressing their research.
