      That's a tricky question... how do you know something is missing based on usage when it can't be used because it isn't there.

      The school system demands a specific mode of travel when a person may be comfortable swimming or or riding a bike and a natural at running and driving a car.

      It is the preferred mode of travel. Do you walk, bike, swim or drive? Depending on the destination, one path is more efficient, but there are many destinations.

      Evaluation is registering as good or bad while enumeration lists the properties.

      The conative modes can be enumerated but shouldn't be evaluated as one is better than another. Working in a way that is compatible with the conative modes increases effectiveness.
