Once adopted, school districts and charter schools that don’t already have a standards-based ethnic studies program would be encouraged to offer a course based on the model curriculum to high school students as a social sciences or English language arts elective.
the language they used here seems very intentional, "encouraged" deems that it is not a requirement but more like a nice thought...

Acknowledging that so many teachers teaching ethnic studies do not have their degree or "formal" education in the field, this is a cool note. Bringing in more teachers with background directly in Ethnic Studies will be a great resource for schools to collaborate on lesson plans and delve a bit deeper in more radical aspects of the field such as abolitionist teaching.
