i think another factor could be overpolicing in neighborhoods composed of primarily people of color, which paints the narrative that the "terror"mentioned is caused only by people of color

in my opinion, this mindset is a result of capitalism and actually damaging; so many people can't work for "personal gain" because they are working just to survive while people like wall street bankers tell them that they should be doing more to achieve greater things even though the system works only for wealthy people
