      I'm not sure I understand the problem, everything you are describing is already possible.
      investing time to really understand something issues: not taking the time to really understand the issue before closing issues: discuss more before closing too quick to dismiss can we do even better?

      instead of closing immediately, could we discuss some syntaxes that might work? I'm hardly an expert, so I'm not sure I can propose a syntax, but I can try to get the ball rolling:
      progress/discussion stalling issues: discuss more before closing syntax concrete proposal discussing multiple alternatives/proposals/options
