To participate in this work, please join the W3C and then join the Working Group. The Working Group mailing list is visible to the public and participation in the specification repositories is encouraged.

That said, the distinction generally just affects which release your patch will get in to; we love feature submissions! They just won't get backported to maintenance branches.
