My students respond well to the idea that capital is something that can be touched; equipment,computers, real estate, etc, whereas an operating budget includes funding for personnel, health insurance for staff, training expenses, etc.

      theories are so... theoretical, that I think these discussions would benefit from at least a couple of examples of possible driving forces or restraining forces in the text. Otherwise, it's all really abstract for the student, and in practice it absolutely is not!

      In best practice, while the leaders guide the development of these foundational documents, they don't own this process. It's not where the leaders want the organization to go, but where all stakeholders agree it is going, based on data, listening sessions, etc. This puts new nurses in a passive position, which blunts any ownership of the outcome.
