Macadam roads, named after MacAdam, are a 18th/19th road building concept of layers of stones in decreasing sizes (the top layer smaller than the average wheel), enabling easier road building and maintenance. Tar was used sometimes to reduce dust,, esp after the intro of cars who had much wider tires than carriage wheels and created more dust. Until the top layer stones and the tar were pre-mixed as asphalt. Tarmac= tarred-macadam
