    1. Widely-adopted semantic vocabularies are usually refined by a small group of experts until a rough consensus is reached. This approach can be seen in contra-distinction to tags. Tags also provide meaning to data, but they are formed organically by a large group of people generating a large number of tags; tagging trends then emerge over time and provide context for information.
