    1. Technical methods for effectively archiving complex digital research publications and for creating an integrated collection of content in different formats have not yet been developed. In addition, legal and copyright issues already complicate effective archiving, even when the technical aspects have been resolved -- these complications potentially compound when content collections are to be archived. It is also important that any archiving solution is relatively inexpensive to undertake and maintain, to ensure it can be broadly adopted by small and less well-financed publishing outlets.

It's not quite true that such integrated publications have not been developed! As editor of Internet Archaeology http://intarch.ac.uk - an independent, open access digital journal which also publishes what could essentially be described as digital monographs - I have been publishing rich interactive publications (including searchable datasets, GIS, video, 3d models) for over 20 years and working/continuing to work on their digital preservation very closely with the Archaeology Data Service (Archaeology's digital preservation service for the UK). Happy to share insights.

Internet Archaeology is trialling a new feature by Hypothes.is which enables everyone to make annotations on journal content. To get started, just select any text in any article and add your annotation for everyone to see (Annotations are public by default but highlights are private, visible only to you when you’re logged in to your Hypothes.is account). You can even share your annotations on social media,

Try this for more info https://web.hypothes.is/blog/varieties-of-hypothesis-annotations-and-their-uses/

I'm interested to see how everyone uses it!
