The EU’s competition chief Margrethe Vestager on Wednesday also highlighted how Germany and France had accounted for nearly 80 percent of state aid approved under emergency subsidy rules. “European countries are not equal when it comes to state aid,” she said.

Will the CRA allow qualifying employers to amend choices and elections? The CRA confirmed that it is considering whether to allow qualifying employers to revise their CEWS-related choices (or elections) if it later turns out that another choice would have been more beneficial. These choices include whether to use the general year-over-year approach or the alternative approach, and whether to use the accrual or cash method for recognizing revenue.

That’s why the escape hatch is so appealing. Self-insured companies can tailor their health benefits to meet the needs of their workers. They don’t have to pay for services their employees neither need nor want. And self-insured plans pay their own medical costs, without having to subsidize the health-care costs of other groups.

Don't misunderstand, any increase in the entry level wages with an employer of Walmart's size is good. The lower the wage, the more likely people will need public assistance of some kind. Whether you want to call these subsidies to employees rather than employers, it is still subsistence money, not munificent remuneration. Having the government deliver it means employers pay less directly and still have workers live through the night to show up the next morning, which is why it's rightly called an effective employer subsidy, just as specialized and targeted massive tax breaks and loopholes are direct subsidies.
