    1. p. 12 Heintz 1987 is not in bibliography. A search for the quote suggests it is the same as this: Heintz, Lisa. 1992. “Consequences of New Electronic Communications Technologies for Knowledge Transfer in Science: Policy Implications.” In Washington, DC Congress of the United States.       I can't find a full text though. Presumably because it is a contractor report, it isn't in either of the OTA archives:
