The "validity" such an argument has(if that is the right word) is presumptive and provisional in nature.5 It is frail, andsubject to default.Even so, such presumptively based arguments can be very useful and important in cases where action must be taken, but firm evidence is not presently available. Examples would be in planning, where the future holds many uncertainties,or in practical deliberation, where prudent action often requires acting on provisional hunches and guesswork, always subject to revision, as better informationcomes in.

All imaging studies face questions of validity and should (and many do) link to comprehensive details on instrumentation, methodology, and interpretation. Apparently, the professional consensus remains that, properly executed and interpreted, fMRI and other functional imaging techniques based on detection of oxygenation can lead to highly valid conclusions. Instrument is the general term that researchers use for a measurement device (survey, test, questionnaire, etc.). To help distinguish between instrument and instrumentation, consider that the instrument is the device and instrumentation is the course of action (the process of developing, testing, and using the device).
In research they call anything used to measure an instrument.

Both researchers and practitioners have seemed to have socially defined some notion of disaster phases for their use. The researchers' job is to create theoretical clarification.
Again arguing for more theoretical weight to disaster research to provide a framework for critical inquiry (validity, reliability, etc.) and generalizability.

The survey data is robust, but perhaps of a bit small sample size to be statistically sound. This is however helped by the fact that the survey was run over two consequent years.
The paper makes several unfounded claims using words like "guarantees" - I believe this is more of an English language/grammar issue than actual claims. See detailed comments in-line.
