There's no other way. And if you look at the world today, the big pace of increase in emissions is in countries like India. China is by far the world's largest emitter today. So for an orderly phase out, I think the Marshall Plan option is simply not an option.

- Johan Rockstrom does not believe that a Marshall plan is feasible. He cites the rapid pace of development in India and China as a reason a Marshall plan would not work.
- To unpack this further, China and India were both countries on the other side of (white) colonialism and now are trying to catch up. Whereas historical, white colonialism marginalized both non-white, indigenous populations as well as nature, now these countries are marginalizing nature.
- To determine whether a Marshall plan by these large emitting countries would be feasible or not depends on the answer to another question:
- Can these countries pivot to a Marshall plan of a disruptive rate of 15% ?
- We must remember, as Kevin Anderson reminds us, it is uneven. Only a small minority of the population must undergo radical decarbonization rates, namely the small minority of high carbon, elite emitters.
- What would a global Marshall plan even look like? We don't know - because the conversation is being discouraged. That's the point Kevin Anderson is making.

- its implications on what solutions we entertain as a global society.
- The example he cites is Negative Emissions Technologies (NETs) illustrates two major perspectives:
- Johan includes NETs as he see's that without them, the transition goes from manageable to unmanageable
- Kevin questions the inclusion of the NETs as potentially shutting down discussion about what Johan would consider an unmanageable situation
- Kevin brings up a valid point for inclusion of other voices, especially those indigenous ones who are still institutionally marginalized not only in economic and cultural spaces, but also academic and intellectual ones.
- The decolonization of academia takes on a concrete form here. Both the global and local south have lived under severe economic repression for centuries. Anderson's contention is that making do with less is something that billions of people have had to contend with for centuries as a social norm forced upon them by colonialist then post colonialist institutions.
- Inclusivity of a greater diversity of voices does play an important role in shaping the future direction of humanity.
- We should be having an open discussion about a Marshall plan and should not be afraid to go there.

To address your question, I really do believe that the gospel of Jesus Christ is a message of good news. While we learn from the scriptures that the gospel is the gospel of repentance ("teach nothing but repentance" - Doctrine and Covenants 6:9, 11:9) , it essentially just means that we focus on preaching the gospel "which is the gospel of repentance and salvation through the mercy, grace and merits of the Lord Jesus Christ." That is good news: that there is salvation, mercy and grace for all mankind!
- Lately, I feel that I've been surrounded by numerous deaths and illnesses in past two years. Grief has really taught me the impermanence of everything in our fallen world. But the more prominent feeling I've been getting is how lovely it is that I possess the knowledge of the plan of salvation. It brings me great comfort our parting in this life is not the end. This mortality is only a fleeting moment in our eternal lives.
This is Elder Hugo Montoya in his talk, The Eternal Principle of Love:
On the third day He was resurrected. The tomb is empty; He stands at the right hand of His Father. They hope we will choose to keep our covenants and return to Their presence. - Another thing the gospel of Jesus Christ has taught me is that our time here on Earth is to become the person who we will become for eternity. When we meet Jesus Christ in His second coming and face the final judgment, the essence of who we are in that moment will shape our eternal existence. This understanding holds immense power in that each day the Lord gives me another chance to live and be with my family, I choose to improve upon myself, to surpass the person I was yesterday, so that one day, I may reach a state of self-acceptance, forgiveness for my flaws, love for all my cherished ones in the manner that Jesus loves them, and a deep sense of peace and comfort in the presence of my Heavenly Father.

Economic Action Plan 2015 Act, No. 1, SC 2015, c 36, https://canlii.ca/t/52m2b, s. 169(1), adds a new s. 11(1.01):
(1.01) Despite subsection (1), a foreign national must, before entering Canada, apply for an electronic travel authorization required by the regulations by means of an electronic system, unless the regulations provide that the application may be made by other means. The application may be examined by an officer and, if the officer determines that the foreign national is not inadmissible and meets the requirements of this Act, the authorization may be issued by the officer.
The section previously read:

This fact undermines the arguments made above by the STM Association about the rights retention strategy (RRS) undermining financial sustainability.
Furthermore, the financial credit cap for the Wiley deal is operationally low, resulting in additional expenditure for institutions at the end of the calendar year when open access support funds are running low. This additional cost is not sustainable for many institutions and unintentionally creates inequitable access to no-additional-cost publishing.

UK institutions have been through several terms of the Springer Compact deal and continue to negotiate amendments and additional terms with added expense. The Springer Compact deal delivers no-additional-cost publishing for an upfront commitment of funds by institutions. What is allowed = what is legal (i.e. copyright law) and what the journal is willing to publish or reject. If authors are told they should consult the journal and the only response is the journal's own policy, assuming it contradicts the right retention strategy (RRS), the Publisher/Editor/Production Editor will be misinforming the author and denying them their legal rights.

This misrepresents the situation. Authors accepted manuscripts (AAM) have been shared on institutional and subject repositories for around two decades, with greater prevalence in the last decade. Despite this the version of record (VoR) is still valued and preserves the integrity of the scholarly record. The integrity of the VoR continues to be maintained by the publisher and where well-run repository management are made aware, corrections can be reflected in a repository. The solution to this problem is the publisher taking their responsibility to preserving the integrity of the scholarly record seriously and notifying repositories, not asserting that authors should not exercise their right to apply a prior license to their AAM.

the Rights Retention Strategy is not financially sustainable
So far as I know this is not tested or based on any evidence. If the publishers think an open accepted manuscript would undermine the version of record, it doesn't demonstrate much confidence in their added value to me.

The Rights Retention Strategy ignores long-standing academic freedoms
It’s not entirely clear what is meant by this statement. This is incredibly inflammatory rhetoric for most academics who take academic freedom very seriously - for very good reasons. However, the academic has the freedom not to accept a grant if they fundamentally disagree with the funder’s desired approach to effective dissemination of the research they support. Furthermore, the rights retention strategy (RRS) is in place to give the authors more freedom of choice over what happens to the version of record (VoR). Because of the RRS, the author can submit to the most appropriate journal for the research regardless of whether it explicitly provides a compliant route to publication (assuming the journal takes the submission forwards) or whether or not the author can access funds to pay a publication charge (APC) in a hybrid subscription journal.

The Rights Retention Strategy provides a challenge to the vital income that is necessary to fund the resources, time, and effort to provide not only the many checks, corrections, and editorial inputs required but also the management and support of a rigorous peer review process
This is an untested statement and does not take into account the perspectives of those contributing to the publishers' revenue. The Rights Retention Strategy (RRS) relies on the author's accepted manuscript (AAM) and for an AAM to exist and to have the added value from peer-review a Version of Record (VoR) must exist. Libraries recognise this fundamental principle and continue to subscribe to individual journals of merit and support lucrative deals with publishers. From some (not all) librarians' and possibly funders' perspectives these statements could undermine any mutual respect.

The publishers below will not support the Plan S rights retention strategy (RRS). In its simplest form the RRS re-asserts the authors' rights as the rights holder to assign a copyright license of their choice (CC BY informed by their funding agency) to all versions of their research/intellectual output. In the case of the RRS states that the author should apply a CC BY license to their accepted manuscript (AAM) if they cannot afford to pay article processing charges or choose not to apply a CC BY license to the Version of Record (VoR), which they are free to do. Therefore, this statement is either saying the undersigned will not carry publications forward to publication (most appropriate approach), or they will not support the same copyright laws which fundamentally protects their rights and revenue after a copyright transfer agreement is signed by the rightsholder.

The answer, in part, is that prudent psychiatrists and other therapists will want to be thoughtful about how they arrange follow-up care for patients whom they can no longer see.Sometimes a general suggestion that a patient seek follow-up care will be adequate. However, as the patient's condition warrants, clinicians might choose, in ascending order of time commitment, to provide the patient with the name of a particular practitioner or facility, to contact the facility to ascertain that a clinician is willing to see the patient, to help the patient make an appointment, or, with the patient's permission, to make an appointment on the patient's behalf. In some cases, it may be appropriate to ask for the patient's permission to contact his or her family to indicate a need for follow-up and to encourage the family to make sure that follow-up takes place. But of these approaches, no specific one will always be indicated, and the degree of assistance rendered the patient should be calibrated to his or her individual needs.
What can be learned from this case?
- Carefully plan follow up plans with patients (general suggestion about follow up can be enough)
- Ask patient for family information to help them get involved in the follow up process and help increase compliance.

- Giving the specific name of a provider to follow up with
- How to contact the facility,
- See if who you provided/recommended is avaliable to take the patient
- Help patient make the appointment or make it on their behalf (with permission)

In the most physically salient and concrete example, ‘spatial boundaries’ [11] at work—such as office or cubicle walls—are being removed to create open ‘unbounded’ offices in order to stimulate greater collaboration and collective intelligence. Does it work?
This type of office plan saves money. Small start ups have this type of office because it is cheaper and more flexible for a growing company. Increases collaboration? Most of our jobs are not collaborative.

Contrary to common belief, the volume of face-to-face interaction decreased significantly (approx. 70%) in both cases, with an associated increase in electronic interaction.
This fits with my observances and the anecdotal information I've gotten from others.

Open Access journals
Would the definition here be "all content in the journal must follow the oa principles set forth by plan s" or "the journal offers oa possibilities". I would guess the former due to the highlighted section below about publication paywalls.
